Abstract
This study investigates how Information and Communication Technology (ICT) enhances human resource productivity in the National Iranian South Oilfields Company. Using a descriptive-survey methodology, data were collected from 72 headquarters employees via structured questionnaires and analyzed with SPSS. Results showed significant improvements in efficiency (30% faster administrative processing, improved data accuracy) and effectiveness (better coordination, higher employee satisfaction). Key mediating factors included work experience (5.6% higher gains for employees with 15+ years), education (3.5% advantage for postgraduates), and training (7.2% productivity increase from targeted programs).
The study contributes a validated 30-indicator framework for ICT evaluation, extends technology acceptance models to state-owned enterprises, and demonstrates adaptive survey methods for digital transformation research. Limitations include its headquarters-only focus, cross-sectional design, and small sample size restricting subgroup analysis.
Practical recommendations include phased ICT integration, tailored ERP systems, and digital literacy certifications. Policymakers should establish industry benchmarks for ICT ROI and workforce readiness. Future research should explore longitudinal effects, cross-sector comparisons, and cost-benefit analyses. The findings underscore that strategic ICT adoption, combined with human capital development, drives operational excellence in resource-intensive industries.
