Modeling University-Industry Collaboration in Artificial Intelligence Development Through Mediating Institutions

Abstract
This study develops a model for university-industry collaboration (UIC) in AI development, emphasizing the role of intermediary institutions in Qom province, Iran. While AI is transformative for economic growth, effective academia-industry partnerships remain challenging in developing regions. Using a descriptive-survey method, data were collected via questionnaires from faculty, students, and staff (N=43) across five dimensions: education, AI, university-affiliated companies, industrial relations, and intermediary institutions.
Results showed all dimensions performed satisfactorily, with university-affiliated companies ranking highest (mean=4.27) and industrial relations lowest (mean=3.87). T-tests confirmed the significant positive influence of education, AI initiatives, university-affiliated companies, and intermediaries on industrial relations. Intermediary institutions proved critical in bridging gaps, enabling knowledge transfer, and driving innovation.
The proposed model integrates these dimensions into a dynamic framework with three interconnected loops: Innovation (Translates research into marketable products), Learning (Aligns academic work with industry needs), and Human Resource Development (Addresses skill gaps through tailored education).
The study offers actionable insights for policymakers, universities, and industries to strengthen UIC in AI. Limitations include regional focus and sample size, warranting broader validation. Nonetheless, the model provides a strategic foundation for fostering UIC in transformative technologies, with potential applications beyond AI and Qom.
