Waste management is one of the environmental and economic challenges of today's societies, and with the increase in waste production and complexity, the importance of finding new and sustainable solutions has become more apparent than ever. Considering the three dimensions of sustainability, resilience, and agility along with the principles of the circular economy can be a suitable solution to achieve an efficient system. In this study, a hybrid multi-criteria decision-making model is presented in order to evaluate strategies for moving towards sustainable, resilient, and agile waste management. For this purpose, first the criteria of the research problem are identified and then their weights are calculated by presenting a new method called the best-worst stochastic lexicographic method. Next, the identified strategies are ranked using the stochastic Vicor method.The results show that the most important criteria are public health criteria, initial investment cost, 3R (related to circular economy), operational flexibility, robustness, increased recycling rate, reliability and compatibility with current technologies. Also, according to the results obtained, strategies of using smart systems to process collected waste and using advanced technology in the waste collection system have been selected as the best ones. These findings can be a suitable guide for policymakers and managers in developing modern waste management systems
